The Andhra Pradesh State Heat Wave Action Plan 2024 restates IMD's national heat-wave criteria rather than publishing AP-specific temperature bands, and adds departmental duties. The Labour & Employment Department is to encourage employers to shift outdoor workers' schedules away from peak afternoon hours (12:00-16:00) during a heat alert, provide emergency ice packs and heat-illness prevention materials to construction workers, and ensure shelters, cooling areas, water and emergency medicines such as ORS and IV fluids at work sites. AP's long coastline matters here: IMD's coastal station minimum is 37 C against 40 C for plains, so a coastal AP station reaches heat-wave consideration three degrees earlier.

The heat-wave temperature criteria are NOT duplicated here: the plan restates IMD's national criteria verbatim, and those live once in FORMULAS.IMD_HEATWAVE_CRITERIA, shared by the Andhra Pradesh, Telangana and West Bengal engines, because triplicating them would create three places to drift. The hours above are the AP-specific content.
Both windows are ADVISORY: the plan has no statutory force, the Labour & Employment Department duty is to 'encourage employers' to shift schedules, and the 12:00-15:00 figure is public Do's and Don'ts advice. Neither is a ban and neither produces stop-work.
Programmable logic
Classifies the day's maximum temperature against IMD's ABSOLUTE criteria only (at or above the regional station minimum; heat wave at 45 C; severe heat wave at 47 C) and returns the plan's departmental worker actions.
The departure-from-normal criteria (4.5-6.4 C heat wave, above 6.4 C severe) are deliberately NOT computed: they require a station climatological normal, which this calculator has no input for, and silently ignoring half the criteria would overstate what the returned level means.
The terrain defaults to plains (40 C minimum), the less protective of the options, so the terrain actually applied is always named in the note rather than silently assumed. Hidden when outdoorWorker is explicitly false. Never produces work/rest minutes or stop-work: the plan is advisory and states neither.
