Governing metric: Heat index (°F) — derived from air temperature and relative humidity if not directly measured
Programmable logic: Four tiers by heat index: Level I <91°F; Level II 91–102°F (shade required); Level III 103–124°F (active hydration); Level IV ≥125°F (heat-stroke risk). Heavy workload or non-breathable PPE escalates one level. The decree mandates a work/rest schedule and hydration at Levels III–IV but no fixed minute ratios — the per-level work/rest minutes are an app-applied schedule, not text of the decree. Designed to prevent ERCnt (Mesoamerican Nephropathy) in agricultural regions.
