Its Yellow/Orange/Red alerts are defined by how long heat-wave conditions PERSIST, not by temperature bands, so no colour is derivable from a single day's maximum. The Labour, Employment, Training and Factories Department is to direct employers to reschedule outdoor workers away from peak hours, run awareness camps, coordinate worker health check-ups and ensure drinking water for construction workers; the Panchayati Raj Department is to set up shelters for MGNREGA and construction workers and reschedule their hours.

The 12:00-15:00 window is page 34's 'Direct employers to reschedule working hours for outdoor workers to avoid peak hours (12 Noon to 3 PM)'. Page 58 states '11pm - 3pm' for the same duty, an evident typo for 11am-3pm; the discrepancy is recorded rather than silently repaired, and if 11am were intended the window would be an hour more protective.
NO COLOUR-ALERT TEMPERATURE BANDS ARE STORED, deliberately: the plan keys Yellow/Orange/Red to how long heat-wave conditions persist, not to temperature, and the 41-44 C Orange band that appears in press coverage is not the plan's own taxonomy. Classifies the day's maximum temperature against IMD's absolute criteria and returns the plan's departmental worker actions. alertColour is deliberately always null: the plan defines Orange as a severe heat wave persisting 2 days or a non-severe one persisting 4 or more, and Red as a severe heat wave persisting more than 2 days or more than 6 heat-wave days in total, so a single day's reading cannot produce a colour.
The 41-44 C Orange band reported in press coverage is not the plan's own taxonomy and is not encoded. Hidden when outdoorWorker is explicitly false. Never produces work/rest minutes or stop-work.
