Governing metric: Apparent temperature
Programmable logic: Uses the binding 2025 MoEL rule that requires at least 20 minutes of rest within every 2 hours of heat work at apparent temperature 33°C and above. The calculator keeps separate advisory fields for the 35°C and 38°C outdoor-work notices instead of treating them as hard statutory stop-work thresholds.
