Governing metric: Météo-France canicule vigilance-level adaptation duties
Programmable logic: Uses the decree as a graduated control overlay keyed to the Météo-France canicule vigilance level (Art. R.4463-1). The work-organization adaptation duty (shifted hours, suspending strenuous tasks, extended rest) engages at vigilance jaune; orange and rouge add a mandatory daily risk reassessment and further adjustment. It imposes no unconditional stop-work. The vigilance level is forecaster-judged and zone-specific, so it is accepted as an input rather than derived from temperature; when it is not supplied, the engine surfaces requiresOfficialVigilanceCheck.
