Governing metric: Météo-France canicule vigilance-level adaptation duties
Programmable logic: Uses the decree as a graduated control overlay keyed to the Météo-France canicule vigilance level (Art. R.4463-1). The work-organization adaptation duty (shifted hours, suspending strenuous tasks, extended rest) engages at vigilance jaune; orange and rouge add a mandatory daily risk reassessment and further adjustment. It surfaces requirements for risk assessment, work reorganization, exposure reduction, extra rest, cool water, reduced solar and indoor heat load, worker information, and suitable equipment. It imposes no unconditional stop-work. The vigilance level is forecaster-judged and zone-specific, so it is accepted as an input (meteoFranceVigilance) rather than derived from temperature; when it is not supplied, the engine surfaces requiresOfficialVigilanceCheck.
