Spain workplace heat amendment for outdoor work and other workplaces that cannot be closed against adverse weather. RDL 4/2023 added a disposición adicional única to RD 486/1997 with a three-level AEMET aviso system: amarillo (peligro bajo / "esté atento"), naranja (peligro importante / "esté preparado"), and rojo (peligro extraordinario / "actúe"). "Verde" is not a formal AEMET level; it just means no aviso is in force.

Surfaces Spain's duty to assess adverse weather including extreme temperatures, adapt work conditions and schedules, and prohibit certain tasks during the hours of the day when adverse weather phenomena occur and workers cannot otherwise be adequately protected.
Per §3, when an official AEMET (or competent regional meteorological service) aviso naranja or rojo is in force AND the preventive measures already in place do not guarantee worker protection, adaptation of working conditions becomes mandatory, including reducing or modifying the scheduled working hours — a conditional intensification, not an unconditional stop-work order. Amarillo sits below this threshold.
The aviso level is zone-specific and forecaster-judged, so it is accepted as an input rather than derived from temperature.
