Control measures

Governing metric: WBGT action level / occupational exposure limit

Programmable logic: Control overlay that classifies a 1-hour time-weighted WBGT below action level, at or above the 27°C action level, or at or above the 30°C OEL. It surfaces required risk assessment, monitoring, control hierarchy, medical surveillance, training, and heat-health controls without inventing a numeric work/rest schedule.
