Governing metric: Official Worklimate WBGT-based risk class and ordinance noon-window applicability
Programmable logic: Uses the official Worklimate risk class when it is supplied, together with regional ordinance applicability and the shift or time window, to surface Italy-specific controls. It only marks the 12:30-16:00 stop window when the caller explicitly provides a HIGH Worklimate day plus confirmation that the regional ordinance covers the work. Otherwise it remains an official-forecast-check overlay rather than inventing a national numeric schedule.
