The bocwStopWork window (10:00-16:00) is the binding/statutory value for construction work and is the composite-entering stop-work rule; hapAdvisory (12:00-15:00) is general public-health guidance only, not composite-entering. Neither has an annual-reissue date confirmed for Tamil Nadu specifically -- re-verify before treating as a standing rule.
