Governing metric: Official same-day ministry / EMY emergency-order applicability and 12:00-17:00 stop window

Programmable logic: Implements Greece conservatively as a recurring emergency stop-work rule rather than a fixed national temperature table. It only enforces the 12:00-17:00 outdoor stoppage when the caller explicitly indicates that the official Greek emergency order covers the worker's region and date; otherwise it stays a source-check overlay that still surfaces the official prevention, delivery, telework, and penalty controls.
