Australia mining WHS regulations (WA reg 635, NSW cl 40, QLD coal s369, QLD metalliferous s143) — wet-bulb 27 °C heat management; 34 °C Queensland bar — Heat Stress Screening Thresholds

Mines regulators in Western Australia (WHS (Mines) Regulations 2022 reg 635), New South Wales (WHS (Mines and Petroleum Sites) Regulation 2022 cl 40) and Queensland (Coal Mining Safety and Health Regulation 2017 s369(1); Mining and Quarrying Safety and Health Regulation 2017 s143) require heat-stress control measures including monitoring where people work or travel and the wet-bulb temperature exceeds 27 °C. Queensland s143(3) adds that no person may be exposed to wet-bulb above 34 °C except to reduce the temperature, for mines rescue training or response, or in emergency evacuation.

Check a reading against this rule

This rule has no numeric trigger the calculator evaluates — it states duties and control measures rather than a threshold a reading can be checked against. Its measures are listed below.

Programmable logic

wetBulbC > 27: heat-stress management with monitoring required. wetBulbC > 34: Queensland metalliferous (Mining and Quarrying Reg s143(3)) exposure bar. Exactly 27 or 34 does not trigger. WA reg 635, NSW cl 40 and QLD coal s369 text is underground only; QLD s143 covers a mine in general. The engine has no state or underground input, so all four rules are reported together for industry mining.

NOT modelled: QLD Coal Reg s369(3) stop-work above 29.4 °C effective temperature (s370 leaves the ET formula to each mine safety and health management system, so it cannot be computed), the s364 coal-face measurement duty, and the exceptions to the 34 °C bar. WA and NSW set no numeric stop-work limit.
