Programmable logic: The Hitzeschutzverordnung creates a graduated control overlay for outdoor workers. The duty to implement protective measures — heat protection plan, UV protection, shade, adjusted work hours, cooling, hydration, worker information, special consideration of vulnerable workers — engages when GeoSphere Austria issues a heat warning of at least Stufe 2 (Vorsicht, gelb — gefühlte Temperatur ≥ 30 °C) in the worksite area. At Stufe 3 (Achtung, orange) and Stufe 4 (Gefahr, rot) the same duty applies with increased urgency. The warning level is zone-specific and forecaster-judged, so it is accepted as an input (geoSphereWarningLevel) rather than derived from temperature; when it is not supplied, the engine surfaces requiresOfficialWarningCheck. Indoor-only work is excluded from scope (outdoorWork=false).
