Bulgaria Naredba № RD-07-3 of 18.07.2014 — Minimum Requirements for the Microclimate of Workplaces — Heat Stress Control Measures

Naredba № RD-07-3 of 18.07.2014 sets binding microclimate limits for indoor workplaces in buildings: air temperature (by work-category, in watts of energy expenditure), relative humidity, air velocity, and radiant heat flux density. This engine actively evaluates only the warm-period, permanent-workplace branch — Чл. 8's maximum permissible indoor temperature (with its Чл. 8, ал. 2 escalation, keyed to the room's heat-load classification, once the 14:00 outdoor temperature exceeds a work-category-specific trigger), Чл. 12, ал. 2's warm-period relative-humidity bands, and Чл. 13, ал. 1's radiant heat flux ceiling.

Cold-period ranges (optimalTemp*Cold*, permissibleCold*) and the warm-period optimal band (optimalTempWarm*, optimalRh*) are recorded for traceability only — this engine does not gate on them; a heat guidance calculator has no active use for a cold-period ceiling, and the optimal band is comfort guidance rather than the Чл. 8 permissible ceiling. nonpermanentWarmMaxDelta* and nonpermanentRulesFloorAreaExemptionM2 (Чл. 8, ал. 3 / Чл. 10) are similarly out of scope for active gating: this calculator has no floor-area-per-worker input, so the >50 m² exemption that governs whether the non-permanent delta even applies cannot be checked, and encoding a ceiling without that check would misstate the rule. heatLoadThresholdWm3 (§ 1, т. 2/3) is the definitional boundary of the room heat-load classification; the engine takes the already-classified category as input (bulgariaRoomHeatLoadCategory) rather than this raw W/m³ figure, because it has no residual-heat measurement input. warmPeriodMeanOutdoorTempThresholdC (§ 1, т. 7/8) defines the warm/cold period by a mean 24h outdoor temperature; the engine always evaluates the warm-period branch rather than deriving the period from a date input. No stop-work is encoded: Чл. 22's outdoor stop-work provision triggers on an externally issued NIMH orange/red weather code bundling heat with storms, wind, fog and cold — not a calculator-computable temperature. Confirmed ABSENT from this ordinance and NOT encoded anywhere: a secondary source's (pravatami.bg) minors'-work temperature provisions — checked against the full primary text including § 1 definitions and every article, and found nowhere in this instrument.

Programmable logic: § 1, т. 6 classifies work directly in watts of energy expenditure (no body-surface conversion, unlike Czech NV 361/2007 / Slovak vyhláška 99/2016): light ≤210 W, medium 210-350 W, heavy >350 W (the light/medium overlap at exactly 210 W is resolved to the lower, more protective band). Чл. 8, ал. 1 sets the base warm-period ceiling for PERMANENT workplaces at 28°C for light/medium work and 26°C for heavy work. When the 14:00 outdoor air temperature exceeds 25°C (light/medium) or 23°C (heavy), Чл. 8, ал. 2 escalates that ceiling by an amount that depends on the room's heat-load classification (§ 1, т. 2/3, boundary 23 W/m³): +3°C, capped at 31°C/29°C, for insignificant heat load; +5°C, capped at 33°C/31°C, for significant heat load; or a flat +2°C to 30°C for rooms whose process requires artificial temperature/humidity control. Where the room's classification is unknown, the engine defaults to the un-escalated base ceiling — the more protective choice, since escalation only ever raises the allowed maximum. Чл. 12, ал. 2 sets five permissible relative-humidity bands (30% floor throughout) keyed to indoor temperature, from 30-55% above 28°C down to 30-75% at or below 24°C. Чл. 13, ал. 1 sets a 350 W/m² radiant heat flux ceiling. The engine is hidden for outdoor work (Чл. 8 governs buildings only) and for non-permanent workplaces (Чл. 8, ал. 3's non-permanent-workplace warm-period deltas are out of scope: Чл. 10 exempts them above 50 m² floor area per worker, an input this calculator does not collect). No stop-work is encoded: Чл. 22's outdoor stop-work provision triggers on an externally issued NIMH orange/red weather code bundling multiple hazards, not a calculator-computable temperature.
