SOR/2026-10 amends the Canada Occupational Health and Safety Regulations (COHSR, SOR/86-304) to add a new duty at s. 10.19.3, binding federally regulated employers under Canada Labour Code Part II (rail, air transport, longshoring/ports, interprovincial pipelines/energy, telecom, banks, flour/grain milling -- roughly 52,000 workers, 200+ employers). s. 10.19.3(1) requires the employer, in consultation with the workplace/policy committee or health and safety representative, to develop procedures to reduce the risk of thermal stress (defined at new s. 10.1 as 'all of the adverse health effects experienced by an employee as a result of their exposure to hot or cold working conditions'). s. 10.19.3(2) requires the employer to IMPLEMENT those procedures once an employee is exposed to conditions reaching the ACGIH TLVs/BEIs 'Heat Stress and Strain' WBGTeff screening criteria (heat) or the ACGIH 'Cold Stress' thresholds (cold -- out of scope for this calculator). REGISTERED BUT NOT YET IN FORCE: SOR/2026-10 was registered 2026-01-30 (P.C. 2026-49) and published in Canada Gazette Part II on 2026-02-11, but s. 77(1) provides that it comes into force only on the first anniversary of the day it was registered -- 2027-01-30. The thermal-stress provisions carry no separate in-force date. This engine publishes no WBGTeff number of its own: every threshold is the externally incorporated, ambulatory ACGIH table ('as amended from time to time'), so it delegates to FORMULAS.computeACGIH -- the identical function and tables the acgih_tlv_action_limit engine reads -- rather than transcribing any number, so a single ACGIH revision updates both engines together.
