Croatia sets NO numeric heat-exposure limit — no WBGT table, no stop-work temperature, no work/rest schedule. What NN 105/2020 does set, for both outdoor (Čl. 22 st. 5) and indoor (Čl. 23 st. 9) work, is a binding duty on the employer to act in accordance with the instructions and guidelines of the competent public-health institute for occupational medicine when protecting workers against low and high temperatures. Alongside it, Čl. 23 carries three heat-season provisions with numbers in them: a recommendation that in the warm season the difference between outdoor and indoor temperature should as a rule not exceed 7 °C where air conditioning is used, a mandatory indoor air-velocity ceiling that steps up to 0.8 m/s once the outdoor air temperature is above 27 °C, and a mandatory duty to take other measures to reduce indoor air temperature where there is no air conditioning.

It caps how far indoor temperature may be driven below outdoor temperature in the warm season — it is thermal-shock protection, NOT a heat-exposure limit, and must never be rendered as one. airVelocityOutdoorBreakpointC/airVelocityMaxAboveBreakpointMS are Čl. 23 st. 6's top band, reported as context because this calculator declares no indoor air-velocity input to compare against. The four winter* bands are Čl.
23 st. 2 and are explicitly the cold (winter) season — stored for registry completeness, never computed by this heat engine. Croatia's 35 °C construction collective-agreement figure is a wage supplement and is deliberately absent from this file.
Programmable logic
Always surfaces the Čl. 22 st. 5 / Čl. 23 st. 9 duty to follow the competent public-health institute's instructions, since that is the operative obligation in Croatian law and it applies to both indoor and outdoor work. For outdoor work that duty is all there is: Čl. 22 states no figure, so nothing numeric is computed and the engine reports the duty alone.
For indoor work, when both indoorTempC and airTempC are supplied and the outdoor reading is the warmer of the two (the warm-season case Čl.
23 st. 4 addresses), the outdoor-minus-indoor differential is compared against 7 °C and a larger gap is flagged — as a recommendation, never as a breach, because the text reads 'u pravilu, ne bi trebala biti veća' (as a rule, should not be greater than), conditional phrasing, unlike st. 6's mandatory 'ne smije biti veća'.
When airTempC is above 27 °C the 0.8 m/s indoor air-velocity ceiling from st. 6 is reported as the applicable band. Relative humidity outside 40-60% is flagged only as the st. 4 air-conditioning recommendation. No work/rest minutes and no stop-work are produced, because Croatian law states neither.
