Ecuador Norma Técnica de Seguridad e Higiene del Trabajo — Art. 8 Heat (WBGT Ceilings) — Heat Stress Control Measures

Article 8 of Ecuador's Norma Técnica de Seguridad e Higiene del Trabajo sets WBGT exposure ceilings by workload tier and acclimatization state, together with an ordered control hierarchy. Exceeding a ceiling creates a duty to control exposure — the article prescribes no work/rest schedule and no suspension of work.

35°C is a precondition on the air-circulation engineering control in Art. 8 §1.c.i ('cuando la temperatura del aire sea inferior a 35 °C'), scoped to dry-bulb air temperature.

It is NOT an exposure ceiling, NOT an alert level and NOT a stop-work trigger, and it must never be compared against WBGT. Three further deliberate omissions, all source gaps rather than encoding gaps: Art. 8 §1.d.i requires 'pausas regulares' without specifying any quantity, so no minutes are computed; §1.d.vi requires sufficient potable water without stating a litres/hour figure; and 'no aclimatados' is used throughout but never defined (only the positive term 'Trabajos aclimatados' is defined, in Art. 3 item 32, with no day-count criterion).

The six ceilings are not equal to the ACGIH TLV action-limit/TLV pairs, so no ACGIH or ISO 7243 derivation is asserted.
