Estonia deliberately sets NO maximum workplace temperature. Both of the responsible bodies say so in their own words: the Ministry of Social Affairs' worklife portal states that 'legislation does not provide specific numerical ranges for temperature, humidity and air velocity', and the Labour Inspectorate states that 'a specific temperature for workplaces has not been laid down in legislation'. The binding rule is the qualitative duty in § 6(4) of the Töötervishoiu ja tööohutuse seadus: the indoor climate — air temperature, humidity and air velocity — shall be suitable for performing duties, and fresh air shall be ensured. Both bodies publish the same five-band table of RECOMMENDED comfort temperatures by exertion level, which this engine surfaces as advisory context and never as a legal limit.

With no workload declared the engine uses 25 °C, the most permissive band, so an unqualified reading is never flagged more aggressively than the rule's own loosest case.
Programmable logic
Always surfaces the § 6(4) duty and the fact that Estonian law states no maximum, because for an Estonian user that absence is the answer and silence would read as unfinished research. When indoorTempC is supplied, it is compared against the upper bound of the recommended comfort band for the declared workload, and a reading above it is flagged as aboveRecommendedComfortRange — explicitly advisory, never a breach.
When no workload is supplied the engine uses the sedentary band (25 °C), the highest upper bound of the five, so an unqualified reading is not flagged more aggressively than the rule's own most permissive case; the workload is named in the note either way so the user can see which band was applied.
The project's four workload levels are mapped onto the five published bands as documented in parameters.note — the bands are keyed to posture and load handling rather than to metabolic class, so the mapping is a stated approximation, not a claim from the source. Relative humidity outside 40-70% is flagged separately as comfort context. No work/rest minutes and no stop-work are produced; Estonian law states neither.
