Daily maximum >= 39°C: stop outdoor open-air work for the day. 37°C to <39°C: outdoor work at most 6 h per day and paused 12:00-16:00. 35°C to <37°C: shift rotation to shorten continuous work, no overtime for outdoor workers. Below 35°C: no band (Art. 3 defines high-temperature weather as a daily maximum of 35°C or more).
Art. 10 exemptions (workplace cooled below 35°C; industries that cannot stop; emergency work) are not modelled beyond the indoor/outdoor flag. Not modelled: pregnant/minor-worker bars (Art. 11: 35°C outdoors, 33°C workplaces), heat allowance (Art. 13).
