3/2002. SzCsM-EüM együttes rendelet sets, in its 2. számú melléklet (climate annex), a maximum permissible corrected effective / effective temperature (KEH/EH) by work category, plus a warm-season air-temperature advisory range. Separately, §7 sets a paid rest-break duty (§7(8)) and a protective-drink duty (§7(10)) that apply whenever a workplace meets the §7(8a) legal definition of a "hot workplace" (melegnek minősülő munkahely), inserted by 63/2023. (XII. 28.) GFM rendelet §1(1), eff. 2024-01-01. These are two independent legal tests on two different thresholds and are never blended.
No standalone formula is published for this standard; see programmable logic and parameters below.
Governing metric: Corrected effective temperature (KEH) — or effective temperature (EH) when radiant load is not significant — read off a nomogram from air temperature, relative humidity and air velocity (globe-thermometer-based once radiant load is significant, per 1.2). Distinct from WBGT, psychrometric wet-bulb, and operative temperature (the Czech/Slovak metric); this app has no nomogram, so correctedEffectiveTempC is a caller-supplied value.

kehMaxMentalC / warmSeasonAirTempMin/MaxMentalC are recorded for citation completeness but are never reached by this engine's workload mapping: the app's workload vocabulary has no 'mental work' category distinct from light physical work, and since Szellemi munka and Könnyű fizikai munka share an identical 31°C ceiling, the collapse costs no precision on the ceiling actually screened. warmSeasonAirTempMin/Max* (2. sz. melléklet col. 3) are reference-only advisory ranges, not gated — this engine screens KEH/EH (col. 5), not raw dry-bulb air temperature. hotWorkplaceOutdoorDailyMeanC (§7(8a)) is likewise reference-only: the outdoor 'hot workplace' test also requires a national chief medical officer heat warning/alert on top of the sustained daily mean, and this calculator has no daily-mean time-series input, so the full outdoor test is folded into the single caller-supplied hungaryHeatAlertActive flag rather than computed from dailyMeanTempC in-app. DELIBERATELY NOT ENCODED: the 45 min/hour break escalation at 32.5°C (not found anywhere in the retrieved primary text, single-source/uncorroborated); cold-season air-temperature ranges (2. sz. melléklet col. 2: 20-22/18-20/14-18/12-14°C), out of scope for a heat engine; §7(8b)'s cold-workplace definition (+4°C outdoor / +10°C indoor daily mean), cold-side and out of scope; 2. sz. melléklet col. 4's warm-season EH/KEH target values (20/19/15/13°C) — quotable and verified, but out of this engine's requested scope (cols. 3 and 5 only); 97/2026 (VI. 25.) Korm. rendelet's specific numeric content, not independently re-verified this session; and 1. számú melléklet's minimum air-volume-per-worker figures, a ventilation requirement, not a heat threshold. No stop-work is encoded: nothing in the retrieved primary text prescribes one.
Programmable logic: 2. sz. melléklet 1. táblázat col. 5 sets the ceiling: 31°C for mental work (Szellemi munka) and light physical work (Könnyű fizikai munka, which share an identical ceiling), 29°C for medium physical work (Közepesen nehéz fizikai munka), 27°C for heavy physical work (Nehéz fizikai munka). The app's workload vocabulary has no distinct 'mental work' category, so it maps to the light-work ceiling — costless, since the two ceilings are identical. Col. 3 gives a warm-season air-temperature advisory range per category (reference only; not gated, since the engine screens KEH/EH, not raw air temperature). 1.2 sets a 5°C globe-minus-dry-bulb trigger for using the globe-based KEH instead of EH; §7(7) separately classifies radiant heat as 'high-degree' (nagyfokú) above 3x that delta (15°C) — both surfaced as informational flags. 1.3 requires 1 week of gradual acclimatization for full-shift exposure once KEH/EH is at or within 1°C of the ceiling. Independently, §7(8a) defines a 'hot workplace': indoor KEH/EH above 24°C, or outdoor a >25°C daily mean sustained >=1 day plus a national chief medical officer heat warning/alert — the outdoor branch is folded into a single caller-supplied hungaryHeatAlertActive flag, since this calculator has no daily-mean time-series input. A hot workplace triggers §7(8) (5-10 minutes of paid rest per hour) and §7(10) (a protective drink at least every 30 minutes, 14-16°C water or a <=4%-sugar flavored non-alcoholic drink at the same temperature). No work/rest minutes and no stop-work are produced.
