The Safety, Health and Welfare at Work (General Application) Regulations 2007 (S.I. No. 299/2007), Regulation 7 ('Room temperature'), places a general duty that the temperature in rooms containing workstations be appropriate for human beings, having regard to the working methods used and the physical demands placed on employees. It also requires that means be available for workers to measure indoor workplace temperature, that rest areas, duty rooms, sanitary facilities, canteens and first-aid rooms be at a temperature appropriate to their purpose, and that excessive effects of sunlight through windows, skylights and glass partitions be avoided. Irish law states NO maximum workplace temperature and no numeric heat-stress trigger: Regulation 7's only figures are statutory MINIMA (17.5 °C sedentary office work, 16 °C other sedentary work), which are cold-side and outside this calculator's heat mission.

These are Regulation 7(1)(b) and (c) statutory MINIMA, measured as dry-bulb at the employee's working position 1.1 m above the floor after the first hour's work, and Regulation 7(3) requires a risk assessment where process requirements need a workplace below 16 °C. NO CODE PATH READS THEM: they are cold-side values and this calculator's mission is heat. The load-bearing fact for a heat user is the verified absence of any maximum workplace temperature in S.I. 299/2007 — the engine reports that absence explicitly rather than staying silent, because silence would read as 'not yet researched' when the correct answer is 'Irish law sets none; the Reg. 7(1)(a) duty of care governs'.

Surfaces Regulation 7's heat-relevant duties whenever any temperature context is supplied (airTempC, indoorTempC) or the work is outdoor, and states explicitly that Irish law sets no maximum — which is itself the answer an Irish user needs from a heat calculator.
Produces no threshold comparison, no work/rest minutes and no stop-work, because the Regulation states none. The cold-side minima in Reg. 7(1)(b) and (c) are recorded in parameters but deliberately never computed here. Regulation 7(1)(e) and (f) are reported as controls because both are genuinely heat-side duties: an appropriate temperature in rest areas and canteens is exactly the cool-break infrastructure a heat response depends on, and avoiding excessive solar gain through glazing is a direct heat control.
