India State Factories Rules wet-bulb ceiling schedule (Kerala r.17A, Maharashtra r.22A, Madhya Pradesh r.23) — Heat Stress Screening Thresholds

The Kerala (r.17A), Maharashtra (r.22A) and Madhya Pradesh (r.23) Factories Rules set a maximum wet-bulb temperature for factory workrooms at 1.5 m above floor level: 30 C, tightened by a schedule keyed on dry-bulb temperature, with air movement of at least 30 m/min.

Programmable logic

Wet-bulb ceiling is 30 C. Dry-bulb 30-34 C: 29 C; 35-39 C: 28.5 C; 40-44 C: 28 C; 45-47 C: 27.5 C. A dry-bulb between two bands takes the value of the higher reading (e.g. 34.5 C uses the 35-39 band). If the black-globe thermometer (15 cm) reading exceeds the dry-bulb, the globe reading replaces dry-bulb. Dry-bulb below 30 C: only the 30 C ceiling applies (schedule starts at 30 C).

Dry-bulb above 47 C: schedule is silent; the 27.5 C row is applied as a conservative assumption. Screening limit: no work/rest schedule and no stop-work.

Not modelled: the Maharashtra/MP proviso that the allowed value may be exceeded to the same extent when the outside shade wet-bulb exceeds 27 C (no outside wet-bulb input); the exemption for s.15 factories and processes with unavoidably high temperatures; the 30 m/min air-movement duty is reported as a control.
