Italy Regional Anti-Heat Ordinances (Lazio, Lombardy, Piedmont, Campania) — Heat Stress Control Measures

Region-aware layer on top of italy_worklimate: resolves whether a regional 2026 anti-heat ordinance is currently in force for the caller's region and date, independently confirmed so far in Lazio, Lombardy, Piedmont, and Campania.

Control measures

Governing metric: Region + calendar date (ordinance in-force window) combined with the caller-supplied official Worklimate risk class and the 12:30-16:00 clock window

ParameterValue
noonWindowStartHour12.5
noonWindowEndHour16

Season windows are each region's confirmed 2026 instance (Lazio 2026-05-25..2026-09-15; Lombardy 2026-06-10..2026-09-23; Piedmont 2026-05-30..2026-08-31; Campania 2026-06-21..2026-08-31) and MUST be re-verified annually, mirroring the Kerala/UAE/Qatar seasonal-instance pattern already used elsewhere in this calculator. Classified control_overlay (not composite-entering): the operative trigger is an externally-computed Worklimate WBGT risk classification plus a fixed clock window, not a native per-hour work/rest dose-response schedule -- the same reasoning already applied to italy_worklimate, lithuania_hn69, and germany_asr_a35. This entry is scoped to the four regions with a confirmed 2026 ordinance; it does not assert or imply a nationwide Italian rule even though the pattern recurring across four regions strongly suggests other regions may follow.

Programmable logic: One overlay engine rather than four per-region engines, because all four regions independently enacted the identical trigger structure (12:30-16:00 outdoor stop for sun-exposed intense work on Worklimate HIGH-risk days); only the calendar window and citation differ per region. Marks stopWork only when the region is one of the four confirmed regions, the date falls within that region's confirmed 2026 window, worklimateRiskLevel is HIGH, and the shift/time overlaps 12:30-16:00. Any other Italian region is left an explicit unknown rather than assumed covered or exempt, and a missing date leaves the in-force check unconfirmed rather than defaulting either way.
