ITM-ET 32.10 (16 October 1997), the Inspection du travail et des mines' model safety prescriptions, states at point 12.12 that the maximum workplace temperature may not normally exceed 26 °C — with the regulation's own carve-out that the ceiling does not bite when the OUTDOOR temperature is itself above that value. Point 12.9 adds the general duty that workplace temperature be adequate for the human organism given the working methods and physical constraints imposed, 12.11 requires ventilation sufficient to prevent an excessive temperature, and 12.13 requires windows, skylights and glazed partitions to avoid excessive sunlight. Classified as guidance, not regulation: ITM-ET 32.10 is an ITM prescription, and Luxembourg's own current public heat guidance rests on the Code du travail and the Grand-Ducal Regulation of 4 November 1994 rather than on this 26 °C figure.

The engine does NOT treat an exceedance above 26 °C as a breach when the outdoor temperature is also above 26 °C, because point 12.12's own parenthetical states that carve-out.

Hidden when `outdoor` is true: point 12.12 is a ceiling for 'lieux de travail' and uses the outdoor temperature only as the condition that suspends it, so there is nothing to evaluate for outdoor-exposed work. With no indoorTempC supplied the engine returns no result rather than blocking on a required input. At or below 26 °C: within the ceiling, nothing flagged.
Above 26 °C the outcome depends on airTempC, read here as the outdoor temperature: if airTempC is also above 26 °C the exceedance is reported as waived — 'sauf si la température extérieure dépasse cette valeur' is the instrument's own text, so the calculator has no basis to call it a breach; if airTempC is at or below 26 °C the ceiling is reported as exceeded; if airTempC is absent the exceedance is reported as unresolved, naming the missing outdoor reading, because the waiver cannot be evaluated without it. No work/rest minutes and no stop-work are produced — ITM-ET 32.10 states neither.
