Phoenix City Code §18-411 requires contractors, subcontractors, licensees and lessees working under City of Phoenix contracts, licenses or leases with outdoor workers to keep a written heat safety plan on file covering free cool drinking water, rest and hydration breaks, shade or air-conditioned recovery, worker training on heat-illness recognition and response, and acclimatization for new or returning workers; the plan must be posted and available to the City on request, with documentation of mitigation. A 2026-02-04 amendment added anti-retaliation language and employer reporting requirements. No numeric temperature or heat-index trigger is published. Scoped to covered Phoenix city-contract work; other Arizona employers are federal-OSHA/ADOSH general-duty only.
