Russia has two distinct heat-work instruments that must not be conflated. SanPiN 1.2.3685-21 (Postanovlenie of the Chief State Sanitary Doctor No. 2, 28.01.2021; in force 2021-03-01 to 2027-03-01) is BINDING regulation; its Table 5.2 sets permissible indoor microclimate temperature bands by work-energy category for the warm period, but does not itself mandate any heat work-reduction schedule. The numeric work/rest triggers this engine computes come instead from Rospotrebnadzor's heat-work RECOMMENDATIONS -- non-binding guidance reissued seasonally since ~2021, verified against the official cgon.rospotrebnadzor.ru page this session.

The Rospotrebnadzor work/rest figures (indoor shift-reduction ladder, outdoor 15-20:10-12 cycle, daily thermal-load caps, drinking-water temperature) are non-binding guidance -- verified against the official cgon.rospotrebnadzor.ru page this session. SanPiN 1.2.3685-21 Table 5.2 is separately BINDING regulation but only sets comfort/permissible indoor temperature bands (no work-reduction trigger); secondary sources confirm the current SanPiN, unlike its predecessor, does not itself provide for shortening the working day due to heat. The SanPiN table is not gated by this app's workload input because SanPiN's 5-category energy-expenditure taxonomy (Ia/Ib/IIa/IIb/III) has no published crosswalk onto this calculator's 4-category light/moderate/heavy/very_heavy field.
Programmable logic: Indoor branch (no air conditioning assumed, the more protective default absent an A/C input in this calculator): recommends shortening the shift by 1 hour at >=28.5°C, 2 hours at >=29.0°C, 4 hours at >=30.5°C; if air-conditioned, hold the room at 24-25°C instead. Outdoor branch (outdoor=true + airTempC): at >=32.5°C, recommends a 15-20 minute continuous work / 10-12 minute rest cycle in a room cooled to 24-25°C, plus published daily thermal-load caps (4-5h with protective clothing, 1.5-2h without). Always surfaces the 10-15°C recommended drinking-water temperature and the SanPiN Table 5.2 permissible band as labeled context. Classified control_overlay: the published figures are a shift-hour ladder and a short work/rest cycle, not a native per-60-minute split, so they are not force-normalized into the cross-standard composite schedule and never contribute to getMostProtective.
